Blitar, Teropong. Com – Kementerian Pekerjaan Umum cq. Satker Pelaksanaan Jalan Nasional Wilayah II Provinsi Jawa Timur dalam tahun anggaran 2026 ini telah mengalokasikan anggaran dari APBN dengan Pagu/HPS Rp.465.288.753.000,-, untuk pakaet pekerjaan pekerjaan “Lot 3A: Ringinrejo – Sp. Jolusutro, Kabupaten Blitar.
Paket pekerjaan Konstruksi Bidang Jalan ini, melihat dari laman LPSE Kementerian Pekerjaan Umum, dimana pada saat tender terdapat 73 perusahaan jasa konstruksi yang mendaftar sebagai peserta tender. Namun pada tahap penawaran terdapat hanya 3 (tiga) perusahaan jasa konstruksi yang melakukan penawaran, yakni:
1). PT. Pembangunan Perumahan (Persero) Tbk, dengan harga penawaran/terkoreksi Rp.450.471.612.924,-;
2). PT. Wijaya Karya (Persero) Tbk, dengan harga penawaran/terkoreksi Rp.453.563.027667,30; dan
3). PT. Nindya Karya (Persero), dengan harga penawaran/terkoreksi Rp.460.217.105.000,-.
Namun pada tahap evaluasi penawaran, oleh Balai Pelaksana Pemilihan Jasa Konstruksi (BP2JK) Wilayah Jawa Timur, menyebutkan PT. Pembangunan Perumahan (Persero) Tbk alamat Jl. Letjen TB. Simatupang No. 57 Pasar Rebo Jakarta lolos dan menetapkan sebagai Pemenang Lelang dengan harga penawaran /terkoreksi Rp.450.471.612.924,-.
Sedangkan PT. WIJAYA KARYA (Persero) Tbk, penawaran terendah urutan ke dua dinyatakan tidak lolos dengan alasan: 1) Anggota KSO PT. Multi Bangun Indonesia (MBI) tidak memenuhi nilai minimal untuk average annual construction turnover dalam 5 tahun terakhir sesuai yang disyaratkan. Average Annual Construction Turnover yang disampaikan anggota KSO pada form 3.2 sebesar Rp226.497.356.991,20 pada laporan keuangan tahunan yang telah diaudit untuk 5 tahun terakhir mencantumkan pendapatan dari penjualan aspal hotmix. Berdasarkan hasil klarifikasi, Anggota KSO PT. Multi Bangun Indonesia (MBI) tidak dapat menunjukkan bahwa pendapatan tersebut merupakan pendapatan dari pekerjaan konstruksi melainkan pendapatan dari penjualan aspal hotmix (penjualan bahan)/pengadaan, sehingga nilai average annual construction turnover adalah Rp0. Sesuai Bidding Document: a) Section I. Instructions To Bidders – Angka 27 Clarification of Bids – 27.1 To assist in the examination, evaluation, and comparison of the bids, and qualification of the Bidders, the Employer may, at its discretion, ask any Bidder for a clarification of its bid. Any clarifi-cation submitted by a Bidder that is not in response to a request by the Employer shall not be considered. The Employer’s request for clarification and the response shall be in writing. No change in the prices or substance of the bid shall be sought, offered, or permitted, except to confirm the correction of arithmetic errors discovered by the Employer in the evaluation of the bids, in ac-cordance with ITB 31; – Angka 39 Qualification of the Bidder – 39.1 The Employer shall determine to its satisfaction whether the Bid-der that is selected as having submitted the most Value for Mon-ey and substantially responsive bid either continues to meet (if prequalification applies) or meets (if postqualification applies) the qualifying criteria specified in Section III, Evaluation and Qualifica-tion Criteria; b) Section III. Evaluation and Qualification Criteria (Without Prequalifica-tion) 3.3 Financial Situation and Performance – 3.2 Average Annual Con-struction Turnover: Minimum average annual construction turnover of IDR 697.933.129.500,00 calculated as total certified payments received for contracts in progress and/or completed within the last five (5) years, divided by five (5) years, dengan ketentuan: – Masing-masing member harus memenuhi 25% dari yang disyaratkan. Masing-masing member minimal: 25% x Rp697.933.129.500,00 = Rp174.483.282.375,00,00; – Salah satu member harus memenuhi 40% dari yang disyaratkan. – Salah satu member minimal: 40% x Rp697.933.129.500,00 = Rp279.173.251.800,00. 2) Total volume dari Construction Experience in Key Activities of Penanaman Biji Vegetasi dengan Teknik Taplok and Soil Nailing tidak memenuhi yang disyaratkan. – Total Volume Construction Experience in Key Activities of Penanaman Biji Vegetasi dengan Teknik Taplok yang disampaikan hanya 9.853,20 Sq.M/month dari 39.791,00 Sq.M/month yang disyaratkan; – Total Volume Construction Experience in Key Activities of Soil Nailing yang disampaikan hanya 1.401,00 Ln.M/month dari 5.000,00 Ln.M/month yang disyaratkan. Sesuai Bidding Document: a) Section I. Instructions To Bidders Angka 39 Qualification of the Bidder – 39.1 The Employer shall determine to its satisfaction whether the Bidder that is selected as having submitted the most Value for Money and substantially responsive bid either continues to meet (if prequalification applies) or meets (if postqualification applies) the qualifying criteria specified in Section III, Evaluation and Qualification Criteria; b) Section III. Evaluation and Qualification Criteria (Without Prequalification) 3.4 Experience – 4.2 (b). Construction Experience in Key Activities: For the above and any other contracts (substantially completed and under implementation) as prime contractor, joint member, manage-ment contractor or sub – contractor on or after the first day of the cal-endar year during the period stipulated in 4.2 (a) above, a minimum construction experience in the following key activities sucesfully com-pleted: – Penanaman Biji Vegetasi dengan Teknik Taplok: 39,791 Sq.M/month; – Soil Nailing: 5,000 Ln.M/month.
Begitu pula PT. Nindya Karya (Persero) penawar terendah urutan ke tiga juga dinyatakan tidak lolos, dengan alasan: 1) Peserta tidak memiliki sumber dana yang memadai untuk memenuhi kebutuhan cash flow untuk works in progress and for future contractual commitments, dimana total cash flow lebih kecil dari total nilai works in progress. Total nilai cash flow yang memenuhi adalah sebesar Rp1.955.348.252.712,00, yang bersumber dari: – Liquid Asset: Rp902.142.929.923,00; dan – Unecumbered Real Assets: Rp1.053.205.322.789,00 Total Works currently in progress sebesar: Rp3.389.808.376.629,32 Nilai Total Cash Flow < (kurang dari/lebih kecil) dari Nilai Total Works in Progress. Financial Situation and Performance – 3.1 Financial Capabilities – The Bidder shall demonstrate that it has access to, or has avail-able, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet theconstruction cash flow require-ments estimated as IDR116.322.188.250,00 for the subject con-tract(s) net of the Bidders other commitments; – The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments. 2) Jumlah pengalaman key personel untuk Project manager yang relevan dengan pekerjaan road and/or bridge work only kurang dari yang disyaratkan, karena berdasarkan hasil klarifikasi atas pengalaman yang disampaikan pada Form PER-2, pengalaman tersebut tidak memenuhi sebagai pengalaman yang relevan dengan pekerjaan jalan dan/atau jembatan. Sesuai Bidding Document: a) Section I. The Bidder shall complete the relevant Forms in Section IV, Bidding Forms.
Sementara pengamatan Wartawan Media Cetak & Online TEROPONG dilapangan, Sabtu sore 22 Agustus 2026, di lokasi tampak ada aktifitas alat berat seperti Bachoe dan juga beberapa unit dumptruck juga tampak melakukan kegiatan.
Kepala Satuan Kerja Pelaksanaan Jalan Nasional (Kasatker PJN) Wilayah II Provinsi Jawa Timur, Andhika Tommy Ardiansyah, S.T., M.Eng., Sc, ketika dikonfirmasi TEROPONG via pesan WhatsApp (WA), Sabtu malam 22 Agustus 2026 terkait pelaksanaan pekerjaannya sudah berapa persen, Kasatker ini mengatakan, bahwa progress nya baru 2 an%. Doanya supaya lancar ya pak, ujarnya menambahkan.
Ketika disinggung, apakah PT. Pembangunan Perumahan ber-KSO dengan siapa?, Andhika Tommy Ardiansyah mengatakan bahwa PT. Pembangunan Perumahan ber-KSO dengan BBN (PT. Bahagian BangunNusa — nomor urut 50,red). Namun ketika ditanya, masing-masing berapa persen?. Apakah KSO masalah kauangan, alat dan atau pembangunan pekerjaan dilapangan?. Namun sayang pertanyaan yang diajukan TEROPONG tidak di respon dan atau tidak di balas sama sekali hingga dibuatkan berita ini.
Begitu juga Leo Aditya Mahardika, S.T, Pejabat Pembuat Komitmen (PPK) 2.7 Provinsi Jawa Timur (Kabupaten Blitar — Pansela 2) ketika dikonfirmasi TEROPONG via pesan WhatsApp (WA), Sabtu malam 22 Agustus 2026, dengan hal yang sama, sayang seribu kali sayang hingga dibuatkan berita ini tidak ada jawaban/balasan sama sekali.
Sementara menurut sumber informasi yang berhasil dihimpun TEROPONG menyebutkan, Paket Lot 3A: Ringinrejo – Sp. Jolosutro, adapun ruang lingkup pekerjaan Pembangunan jalan baru sepanjang 7,9 Km, dengan lebar badan 7 meter dan bahu jalan 2 meter pada masing-masing sisi beserta fasilitas jalan lainnya yang terkait. Tahun Anggaran 2026 – 2027. Waktu Pelaksanaan 480 hari Kalender. Sumber dana dari Pinjaman dan Hibah Luar Nageri (PHLN). (bachtiar….bersambung)
